Any ideas how to solve it?
Solution:
Use regedit and set DBConnectionAccess to 1 instead of 0 under ‘Staff EntObj Server’ if the Server Configuration Utility does not work.
Make sure needed db jarfiles are in place under tibco/tpcl/5.7/jdbc
